Namibia’s Solar Strategy: Balancing Investment and Empowerment in Mining – Update

Namibia stands at the precipice of a major energy shift, leveraging its world-leading solar irradiation and expansive, unpopulated territory to fuel a transformation critical to its economy. This transition is particularly vital for the mining sector, where secure, cost-effective energy is paramount. With the government’s mandate for 51% local ownership in new mining ventures, the focus has firmly shifted from the feasibility of solar power to establishing a sustainable, inclusive, and locally beneficial pathway for its adoption. The opportunities are significant, yet constrained by challenges such as funding limitations, skill deficits, and the crucial task of integrating renewable energy targets with national empowerment policies. Drawing on lessons from South Africa’s experience, success for Namibia will hinge on the robustness of its policies, the strength of its partnerships, and meticulous planning, rather than technology alone.

The 51% local ownership policy is a landmark move designed to ensure Namibians are primary beneficiaries of the nation’s mineral wealth. Crucially, this means that renewable energy projects supporting mining must be structured for local participation from inception. This goes beyond mere compliance, aiming for genuine involvement where local partners, suppliers, and employees actively contribute to and gain from the energy transition. For mining operators, this necessitates thoughtful structuring of solar investments. Mechanisms like joint ventures, strategic partnerships, and phased project rollouts offer practical solutions, allowing them to meet the ownership framework while securing essential technical expertise and access to global capital. For instance, experienced international solar developers can collaborate with local entities and communities, facilitating the transfer of vital technology and knowledge while gradually increasing Namibian involvement in both project ownership and daily operations. This collaborative approach fosters trust and ensures the benefits of stable, lower-cost, and low-carbon energy—such as reduced operational costs—are extended to the broader surrounding communities.

Namibia can extract valuable regulatory and capacity-building lessons from its southern neighbor. Foremost among these is the need for regulatory certainty to attract long-term investors who require predictable and reliable rules. Namibia’s existing modified single buyer framework, which permits Independent Power Producers (IPPs) to sell electricity directly to major users like mines, provides a strong base. Sustained clarity on power purchase agreements, wheeling regulations, and specific local content requirements will be essential to sustain this investment momentum. The second critical lesson concerns skills and local capacity. South Africa experienced delays in its renewable sector due to a shortage of qualified solar engineers and technicians. Namibia can pre-empt this by making early, strategic investments in technical training through its Technical and Vocational Education and Training (TVET) centres and tertiary institutions like the University of Namibia (UNAM) and the Namibia University of Science and Technology (NUST). Embedding practical apprenticeship programmes and solar-specific certifications will be key to developing a sustainable talent pipeline ready to design, build, and maintain large-scale solar facilities. Finally, adopting hybrid power models—combining solar with battery storage and diesel backup—offers the most reliable and cost-effective solution for remote mining operations, a proven approach that Namibian mines can adopt, starting with smaller behind-the-meter systems and expanding as confidence in the model grows.

Funding remains a primary hurdle for large-scale solar deployment in the mining sector. Mines can mitigate this risk by adopting a phased approach, starting with modest projects that quickly demonstrate clear cost savings before scaling up. Independent Power Producer (IPP) agreements offer a highly viable alternative, allowing mines to purchase energy via long-term contracts without the massive upfront capital expenditure of building the solar farm themselves. Furthermore, blended finance—combining concessional loans, grants, and private capital—can significantly enhance the viability of projects. At a national level, the creation of a dedicated renewable energy fund or a guaranteed scheme could effectively de-risk solar investments in strategic sectors. Targeted tax incentives, such as accelerated depreciation and allowances for internships, will further galvanize private-sector participation and support the development of local skill.

A truly sustainable renewable energy transition requires more than just imported solar panels; it demands a robust local value chain. All foreign-led solar projects must include contractual clauses mandating knowledge transfer and mentorship of Namibian teams by international engineers and developers. This ensures the rapid development of a competent domestic workforce capable of managing installations, operations, and long-term maintenance independently. Beyond technical training, local supplier development is paramount. Support must be channeled to Small and Medium-sized Enterprises (SMEs) so they can supply essential components, cabling, logistics, and maintenance services. Establishing industry forums for collaboration between developers, mines, and local businesses will accelerate these partnerships. Namibia’s long-term vision should be to not only meet its domestic clean energy needs but also to position itself as a regional hub for clean energy expertise, ultimately exporting both skills and energy across the African continent.

For Namibia’s mining future to be genuinely powered by the sun, several core priorities must converge: the nation needs clear, investor-friendly regulation that provides predictable frameworks for power purchase agreements, local content rules, and energy wheeling. Access to finance must be substantially improved through blended and phased models that reduce upfront risk and make large-scale projects more attainable. Simultaneously, the country must make deep investments in local skills development through certified, practical training and structured knowledge transfer, while proactively empowering local suppliers and small businesses to integrate into the renewable energy value chain. Solar energy is no longer optional; it is a strategic imperative for Namibia’s competitiveness, energy independence, and long-term sustainability. The success of this national transition will ultimately be determined not solely by technology, but by the people, partnerships, and policies that govern it. If Namibia can effectively balance investor confidence with local empowerment, build its necessary domestic skills, and strengthen its renewable infrastructure, it can forge a mining sector that is not only cleaner and more efficient but also a definitive model for inclusive and resilient growth.
